Maybe he thought he didn't have enough time. Maybe he was worried he would end up injuring the victim in the process if he used a tazer.

I guess it also depended on how many officers were there on the scene. The offender didnt have any weapons (other than his teeth and ultra belligerent behavior ofcourse). I wasnt expecting them to tazer the crazy fella while he was eating since it'll most likely hurt the victim as well. I was expecting more of push off then taze or restrain him to the ground if the responders had the number advantage, then cuff him. Im not angry or anything since i dont know what the protocol is during situations such as this, it's just a thought.......
