It's probably the views added up from each game, not distinct viewers.

Viewer is an abstract term in that case. One person who watches two different games counts as two viewers. Normal in television. The real problem in the graph is that it's one game vs an entire tournament.

The WC is definitely more popular and it isn't even close. But to be fair, if you're just going by the merits of the game, then popularity should have little to do with it.
For example, the artists at the top of the music charts are not indisputably and inherently the best ones just because a lot of people like them.

There's a commercial break every 5 minutes and the league offices are making billions from it...Yet these commissioners are still trying to put ads on jerseys.
