Pretty sure the U.S. holds that title. We got busted just last year for circulating a global worm that was data mining Countries all across the world, including European allies and most of the middle east.

What I want to know is why in the world are the computers that hold such sensitive information allowed anywhere near an internet connection? Shouldn't they all be offline machines? Is this information pass around willy-nilly.....ly?

Seriously though this is really messed up, we need to stop letting the chinese steal our tech. The only real advantage we still have over the chinese is that our weapons are of a higher level of technology. Tensions in the south china sea are at an all time high. The chinese want to replace the us navy as the dominant military power in the south china sea, which we have dominated since WWII.

Between their disputes with Japan over the Senkaku islands and other disputes with the philippines (Both American Allies) its not impossible to imagine a hot war.
