I know his hands are terrible but you have to respect his speed. He is gonna drop some balls but he is still a threat. He beat revis deep for a TD last year so he is always dangerous. They could use him as a #3-4 reciever who they will occasionally take a shot downfield with similar to how the Steelers used Mike Wallace last year.
At the very least they get Ginn's return skills and explosiveness which is in and of itself worth that 5th round pick they traded for him.
