I apologize for my ignorance, but I am quite unfamiliar with the Philippines. The announcers seem to be speaking English for much of the time but then sometimes not. Again, I'm sorry if it's a stupid question, but am I off base? Do they switch it up naturally during broadcasts?

It's called Taglish. It switches back and forth between Tagalog and English
