Player must be born in city Li.its and not surrounding areas

Must have been born there and lived there for years including playing HS ball there.

It goes by where you are born, and what your birth certificate says. If a kid is born in Mexico, and moves to the US at age 1, is he American or Mexican? The law treats him as a Mexican.
