Imo, as far as quality hip hop at the present moment, Detroit is on top. Royce, Elzhi(top lyricist in the game right now), Black Milk(top producer in the game right now), and of course Mr. Mathers who is about to make a comeback.

If you're looking at commercial sales though, its a toss up between NO and Atl.
