The east is getting better.Cle,orl(howard improving,lewis 2nd year with team),Hawks, etc... Last year was just crazy.
althought it doesnt have a direct impact on the floor, the fact that darius miles is not in the western conference anymore ahs to be a big boost mental every team the east steps on the court. that and jamal crawford is improving once again

real answer:
partly health issues (spurs, blazers, etc), partly reorganized teams (clipps, rockets, denver, warriors, etc)
the east is actually getting better. the top of the west is still as strong as ever... but the bottom of the east is vastly better then the bottom of the west.
the clippers, thunder, t-wolves, and grizzlies, collectively are worse then the wizards, nets, bobcats, and bucks
teams with new acquistions such as houston and denver are still figuring things out (though denver looks pretty good already with billups)
elite teams san antonio and dallas are no longer elite, though san antonio could get there when manu and tony get back.
golden state took a huge step back with the combined loss of baron davis and monta ellis (due to injury). and baron davis going to the clips didn't have the opposite effect on the clippers (they look terrible so far)
in terms of the east the bucks, knicks, heat, pacers, and atlanta all improved more then people expected- so far there aren't really any teams out west that have improved more then was expected.
the changes are all to the middle-bottom of the conferences though- the top is still stronger in the west i suspect, especially because i feel the pistons took a step back with the iverson-billups trade (albeit not a big one).
the win-loss record of east v west will swing though once key injured players return- but i would not be surprised if the east ends up having a winning record vs the west due to stronger non-playoff teams in the east.
