I have a Film minor, and used to do movie reviews for the University student magazine. I wonder how many films I've seen? I don't think I can make a list though, that list is awesome.
V for Vendetta third.
I didn't even like Raging Bull.
eeewwwwww. V for vendetta was cliched to hell. It was entertaining, but shouldn't ever touch a top 10 list. I thought Raging Bull was really good, but that one you could debate a little more I guess. Just that opening sequence with Deniro in the ring by himself is one of my most favorite shots ever.
I'm sure I'd love foreign films if I saw them, but I'm a very sheltered kid in terms of films. I live in a pretty suburban area where there's only a Blockbuster, which isn't quite the best place for the indie-filmmaker. My 3rd favorite film is a foreign film though, City Of God. Also a big fan of Michael Gondry.

I've always wanted to watch City of God. Haven't gotten around to it yet though.
However, I'm also a suburban kid (or was) but I've managed to find quite a few foreign gems hidden around blockbuster. I guess its easier if you know what you're looking for.
Yeah, have you seen A Scanner Darkly? Wasn't in any theaters near me, but it should be out on video soon, love rotoscoping. Also a big fan of Linklater, too bad his latest movie Fast Food Nation seems to be bombing.
