There's been a bit of discussion on this so far.
I read somewhere that teams get grouped into levels of 5 (6 levels) and each of the five teams at each level have the same chance at getting #1. The lowest level (teams who finished in the bottom 5 the previous year) will have the best chance, and then the groups have slightly less chance until you reach the top level, where there is virtually no chance (Miami, Chicago, etc.)
Another thing I heard was that the same lottery percentages will apply, and the order of teams will be a combination of the teams records in the past 3 seasons. The team with the lowest amount of wins in the past 3 years would have the best chance at winning the lottery, and so on, to the team with the most wins.
But then again, both of those could be false, so who knows.
