Besides the Hall of Famers, should All-Stars like Pau Gasol, Horace Grant, Glen Rice, Tony Parker, Chauncey Billups, Chris Webber, Rasheed Wallace etc. and great role players like Robert Horry, Toni Kukoc, Michael Cooper, Lamar Odom, Ron Harper, Byron Scott, Derek Fisher etc. get their jerseys retired?

As an LA fan, neither team has ever retired a non-HOF player. In fact I think it may be a requirement for the Lakers that you get the HOF to get a jersey retirement. Heck it may be the same for the Clippers since they have zero jerseys retired, unless you count the ones they retired when they used to be the Celtics.
