I thought maybe each coach got pissy and tried to out-stall the other squad. But from what I've gathered, it was just a normal game, no stalls or anything strange like that.

I'm not sure but it looks like team 1 though they had it won and stopped trying in the 4th.
My former school plays in a mid-level, grind-it-out type of conference and I'd say most teams there average 50-60 points per game, probably 12-15 points per quarter.
My school's played two other games. They scored 42 in one (and lost by 15), then scored 63 on Friday and won by 7 (a game where they score 20 fourth quarter points, aka nearly their entire regulation total from the game previous).

Here in cali hs games are 4 8 minute quarters and defensive slugfests usually still end up in the 40's. However 29-28 still isn't that hard to believe, probably a lot of long possesions ending up with low percentage kickout 3's or a lot of no calls by the ref.

Ha, my same thought at first. I was like, "Well maybe there were just, like, 40 blocked shots." Nope.
That same night, my little brother started the first varsity game of his life (for another school) and subsequently led his team in scoring... with 5 points. They lost by 20. It was a rough day for the high schools I'm associated with.
