This team just would need to improve their bench a little bit and sign a 2 guard and this team is definitely able to compete.

Let's just say as an example Rose comes back with one month left in the season (I personally feel he will be back after the All-Star break) and the Bulls are fighting for the 6-8 seed. He comes back and is gradually brought back with limited minutes and participation. Do you really feel like we would be contenders as is with perhaps an 80% Rose? I don't.
So management doesn't want to bring back the whole team if they feel it will be wasted money on a roster who won't be able to compete.
Korver and Brewer are overpaid. They may or may not be brought back. Asik may be overpaid depending on the type of offer we'll have to match if we are serious about bringing him back. And we already know Boozer and Deng are overpaid.
Add to that the fact Rose, Noah and Gibson will be making a lot of money it's a lot of money going around.
If the Bulls honestly feel like next season is a semi re-tool year than so be it. I wouldn't mind them making a few moves to save some money to give us some flexibility in signing needed free agents, getting some additional assets in draft picks, bringing in some quality young players on cheaper salaries or whatever it may be.
We just need to understand that this may happen.
