I trade players and picks constantly. You just have to make sure that the salaries match up closely. Also if you have a player that you just drafted in the first round, you usually can trade him for a player a little better and most of the time get a pick or two also. I had 4 #1s in the last draft and have two or three lined up for the next one. I almost always have at least 2 #1s
Are you playing on PS2?
The trades (for picks) don't have anything to do with salary though. Let's say I try to trade the #15 and #25 for the #7. The other team is 100% interested, but the trade will not go through because "(team name) must keep 12 players on the roster". It makes absolutely no sense, because no players are coming off the roster, and picks are just imaginary items really...they have no effect on the roster until after the draft.
I've still yet to successfully trade a single pick. I just don't get it.
