There are only 3 people in this whole draft who can legitimately be argued to beat him(not counting the prep magic people) surfer, despero and onslaught(and maybe helspont but I have him) when he figured out his powers at the end of the series he became basically a better version of the sentry

So, is he capable of doing it but doesn't do it/doesn't do it often? I feel like there are a few characters in this draft that are capable of doing things but don't do them.

it's more like he didn't know how to do it until then because he didn't understand how his power's worked. no reason to assume a dude as ruthless as him wouldn't use every ability that he could

yeah, i doubt too many people do. i would also like to say, i'm pretty sure i was against the Plutonian getting his end-series powers, but that just me, i'm also the contrarian who also thinks SS shouldn't be in the draft because he's OP'd
His has a dearth of feats at the level you want him to be at, he has 63 appearances, and only in a couple does he begin to do serious psionics. This is not opinion raiderfan this is fact. He has to be walked through this stuff, how much has he used these in fights?
When faced with a decent opponent he ran away. If you wish to argue that he is in control of his psionics then he becomes ineligible for this draft since he'd be about lower level Molecule.
Great potential, but not enough showing. He only got those powers very recently and the draft is capped there. We don't know just how it works, just how much he's in control or just how much he actually would use these.
What is Plutonian going to do to Kallark to beat him?

As for his powers being rarely used, since when does that matter? I made the same argument against Cnx getting credit for intangibility because she only used it once and was told that was stupid. If she can do it, she can do it. Works the same way here. He does have limited feats at that level because he only was at that level for about 5 comics before he died from a magic bullet in his heart that he had used to turn himself mortal for sex earlier in the series and a shit ton of radiation he sucked up to save the world.
