Question about NBA League Pass for a Canadian

I am very interested in getting league pass for this upcoming season, but have a few questions. Firstly, as a Canadian citizen, should I be ordering the International League pass off of this site: http://watch.nba.com/nba/subscribe or the regular league pass?

Second, does this league pass include the playoffs? I heard there are blackouts for all games that are broadcasted on national TV, but I am going to be living away for University and I don't have cable, so I was wondering if I could still watch playoff games. I heard if you use that Hotspot shield program, you can open the game and then close hotspot shield and continue watching, is this true? I would like to watch for the regular season, but my main purpose for getting this would be the playoffs, so if anyone can confirm that the Hotspot Shield method works I will be purchasing.
