Default Should a 1st quarter foul not be a foul in the 4th

Do you like how refs get more stringent about calling a foul, particularly in the last 2 minutes of a close game?

Just to bring the Kobe play where he sprained his ankle. I bet that would've been called a foul in the first quarter.

The truth is any other superstar would have gotten that call, even if it was at the end of the 4th overtime.
