With the way you worded it, "good offensive player", I'd say that's fact. The league average amongst C-F's is like 8.9 PPG. Howard does some things really well on offense, that's undeniable. If you had worded it "great/elite offensive player", I'd say that's basically fiction.

Any team would love to have Dwight. He's not a guy who can create for himself consistently, especially with his FT woes, but he's easily one of the biggest contributors, on both ends, over the course of a game.

all big men are overpaid. We took on dwight knowing what he was and wasnt capable of. Hes a defensive BEAST who can easily average 15+ points a game for a season, but is currently coming off a back surgery and is obviously not 100%. keep your fickle whines to yourself for once.

Yes he is a good offensive player... he has 40 points games under his belt, he has averaged over 20 points per game for a full season... he is not Shaq O'neal offensively, maybe not even Patrick Ewing but he is definitely a good offensive player.
The problem is that he needs the right team to perform... he needs a squad of 3pt shooter with him being the only presence down low... he needs a corner man as PF, not a Pau Gasol.

He's never been a good offensive player. His "offense" has always consisted of layups and dunks. Occasionally, he could hit a little hook shot, but only if the defender didn't even try to defend against him.

I've seen him miss and clank so many open hookshots, he has worse touch than Shawn Bradley

It's good, but he isn't aggressive enough. He isn't Gasol good in the post, but from the stuff that I saw of him in Orlando and some flashes with the Lakers, he should be averaging a lot more shots than he is right now. He never really take advantage of his mismatch as he should. He is bigger, stronger, could jump higher than most, if not all, the centers in the NBA. He is not at his potential, and should be much better.

He has a limited offensive skill set. What he can do, he does very well, and in some facets around the basket, is unstoppable... but he is not a great offensive player.

Dwight's a good offensive player... one of the best in today's standards for a big man. He's just really raw and robotic to watch, so it depends on what you mean by "good". If good is effective then yeah Dwight's really good. If good is aesthetically pleasing, natural, smooth scorer then guys like Melo, Kobe and even Jamal/Jordan Crawford, Nick Young, Scola, Pau can be considered better.
