It's been like that since the Raptors have existed. Infact, it seems that way for all Toronto teams. I'm not that much of a downer, though.
Besides, no way the Raptors are going to out tank Milwaukee and Philadelphia if they traded Lowry. The draft isn't just about Wiggins either. There's a lot of talent in the draft.
Raptors should resign Lowry for $10m a year in the offseason, sign-and-trade for Hayward and considering they'd be picking at 19th if the Draft was today, pick T.J. Warren in the Draft.

I think Val can make a leap next season kind of like how Davis did this season, and along with an improved All-Star DeRozan, an improved Hayward and an established PG in Lowry they could be pretty good.
I actually like Hayward, that's a nice pickup. Not getting an old player or a player going into his 30's. If Ross stays, he can be a good 6th man coming off the bench.
A bench of Ross, Patterson, and Vasquez would be nice. I think we need to address other areas, though. We need to add more size to the SF and C positions. If Jonas develops into a strong low post player (don't think he can make Anthony Davis leap... at least not yet), then that would fill up the biggest weakness we currently have: consistent low-post scoring.
But yes, Lowry MUST stay and I would pay the man a lot for his services in the upcoming year. I see his career ending very similarly to Chauncey Billups if he maintains his conditioning on his body.
