Default Sleep Train arena fighting to add entertainment acts

For much of the past year, Sleep Train has gone dark. After several seasons of strong bookings, the number of concerts, ice shows and other non-Kings events fell off in the past 12 months.

Executives with the Sacramento Kings, who own the arena, say the decline was a fluke, caused by a scarcity of available touring shows. The coming year looks more promising; Kings spokesman Chris Clark noted that top-selling acts such as Taylor Swift and Bruno Mars are on the calendar.

But industry experts say Sleep Train might continue to struggle. Second-tier markets such as Sacramento increasingly are getting bypassed by big tours. The physical shortcomings of the 25-year-old arena don't help, the experts say.

Change is coming, of course: The Kings' new owners plan to build a new downtown arena, to open in fall 2016. That should boost Sacramento's visibility as a tour stop, at least temporarily.

A local petition drive manager says she received a $25,000 check in June from a Tulare-based political operative to put Sacramento's arena subsidy on the June ballot but the check appears not to have been reported, as required, to state and city authorities.

The original donor or donors remain a mystery.

No campaign committee or candidate registered with the city of Sacramento reported paying the Tulare group, Olson Campaigns in June, records show.

If Olson is supporting the signature effort on its own, the firm would have been required to form a political committee in support of the arena ballot measure and also report the $25,000 expense in finance disclosure statements that were due by the end of July, said City Clerk Shirley Concolino. Olson has not filed any documentation with the city, records show.

The new Kings ownership made good on a debt last week that was 16 years in the making.

Sacramento city officials announced Friday they had received $1.4 million in deferred development fees from the team that stems from the 1997 loan the Kings took out with the city.

Those fees were originally due last August and will be earmarked for public projects in North Natomas.

The Sacramento City Council has already shown its willingness to open its bank account for the development of a new downtown sports arena. It's now showing a willingness to go to court for the project as well.

By a 7-2 vote, the Sacramento City Council agreed Tuesday night to join the Sacramento Kings in negotiating with the owner of the Macy's furniture and men's clothing store at the Downtown Plaza over the purchase of the soon-to-be vacant property.

That building, situated near the eastern end of the mall at 600 K St., is needed by the Kings and the city to build a proposed $448 million arena at the mall.
