Yes, because the L is trying to give the advantage to the guy with the ball
driving into the lane trying to make a dunk or layup. If it's two people without the ball, one standing still and the other running into him the foul is on the 2nd guy regardless of whether he raised his hands in self-defence. At least that's what common sense would appear to tell us.
Personally, I'd rather it be a no call. It was just an accidental collision. Refs think they always have to blow their whistle whenever there's contact.
