I'm going to give Bioshock the slight advantage
The main story in Fallout 3 is rather weak, and the exploration of the open world wasn't enough to top my enjoyment of Bioshock's supreme story and combat... Fallout's combat is by no means bad, but the VAT system is really OP and it slows down the pace of the game... The wasteland open world is atmospherically terrific, as are certain landform areas, but it lacks stellar RPG function to give it supreme meaning. I also didn't like the shut off nature of DC... Still overall a great game and one of my favorite open world games, but I think it would have been much better if it was as strong as Oblivion RPG wise.
