Even if he did occasionally rig drafts, he wouldn't this year. NY and Boston are two of the more poorly run teams currently.

And he rigged it so Seattle wouldn't leave town. It would have been too obvious to give them the 1 pick so he gave them the 2. |

It's pretty much a consensus he rigged it to punish questionable tanking teams.
