Because Kevin Ollie sucks, whereas Jay was a star in college and a #2 pick and it has been said that he's actually a better all around player now than before the injury. As long as he can retain a decent amount of the speed he had there's nothing stopping him from being a starting quality guard.
We just don't know anything about how good he truly is.

His injury took away what he once WAS. Fact not fiction. He's tried out for teams and it didnt work out. There is a reason.
