increase the tax on sliding scale. everytime teams go over some level, it's going to hit a little more. make it a lot more painful to stack rosters.

How does the NHL handle salary caps? Their league is much more exciting to watch as pretty much every year you have a new champion.

There's been 7 different NBA teams winning the championship the last 10 years.

Only 5 teams have won the Stanley cup in the last 10 years.

Yeah like the Lakers or Celtics wouldn't get any of those guys in an Anarchic league.
Not to mention reckless spending billions owners of the Blazers,Mavs, Clippers, etc

Knicks could have about 3 or 4 of those in a free market though.
Imagine if the Knicks had the rosters OKC or the Spurs had the past 10 years.

Number of unique champions in the NHL since the lockout (2006): 7 - Pittsburgh x3, Chicago x3, LA x2, Boston Detroit Anaheim Carolina x1.

Number of unique champions in the NBA since 2006: 7 - Golden State x2, Miami x3, San Antonio x2, LA x2, Boston Cleveland Dallas x1.

Seems about the same to me.

MLB with no salary cap has had 8 unique champions since 2006 coincidentally.
