Just looked it up quickly and there are six active players who played in the 1997 All-Star game. So just looking back that far there are 18 All-Stars, not counting in-between types who made just one or two games and are clearly on another level.

My guess would be a borderline all star. The top 125 are all multi-year all stars at minimum. The next hundred are probably all stars. After that it is boderline guys who made it once or twice.

Who is the fiftieth best player at their position of all time?

50 players X 5 positions = 250 players

Jamaal Magloire? Rolando Blackman? Someone of that ilk.

Rasheed Wallace. But he's a pretty good rebounder and defender, so he may get bumped up a little. Then again, he hasn't hit those back end years of his career that will pull his numbers down a bit, so maybe it evens out.

He makes some admittedly crude adjustments, but it seems like as good a guess as you can ask for with what's provided. At the end of the day, a lot of times it seems like most of this stuff is a little on the nose.

Wow, Moses Malone was a better center than Brad Daugherty.

But I do find some of the older guys you see in the first page interesting to look up, like the fact that Niel Johnston is 9th all time (a guy I know about because he was on my ticket the last time I went to the HOF). And sometimes I find guys close together that interest me. Like Artis Gilmore and Alonzo Mourning are within a few positions of each other. I doubt a few spots really has any statistical meaning, so people can take it for what it's worth. But it is a legitimate effort at a ranking, at least as valid a poll of sportswriters, or ex players and coaches, and certainly as valid as a bunch of guys on a message board, half of whom think Glen Davis is the best PF in LSU history.
