Depends it could look normal on some people and some it could make them look pudgy. I'd say lose max 15lbs. That would take you no more then a month and a half if you tried or even half assed tried to lose it by dieting and runnin.
any more suggestions? as far as diet goes and exercise goes?
my currents stats are 142 lbs, 5'5".
if i wanted to get to 130-133 please devise a regiment for me on a day by day basis, including amount of work out, breakfast, lunch, and dinner. i would appreciate your expertise. i'm thinking i don't have to work out everyday

is this fat? if yes, what should my target weight be. not trying to muscle up, just trying to look slim
what is your frame? it depends on your frame and you should look at your heritage too. Were your parents like you when they were young? perhaps you should look at your dad more than mother. Anyhow, 140 lbs is okay if they are all muscles and fiber. Try to eat cereal (look for the ones high in fiber) and milk every morning.
I'm 5'9, 142-ish... and right now I'm really happy considering two years ago I was 120 lbs at the same height... maybe half an inch shorter if anything... I am planning on getting bigger by next summer... I am aiming to get around 165-175 by next summer, it seems unlikely, because I have high metabolism and I have never been able committed to working out much with eating...
i never really got behind the whole BMI thing. according to my BMI, i'm obese, but I still measure out at 10% BF. just go by your BF%. google it and you'll find ways to get an estimate by tape measure. keep it below 12 and you're fine.
