I thought that was because of how their culture (or just Yao's family) views the importance of each part of the name. If you look again at NBA.com, they list names as "last, first". Yao's name doesn't have the comma that implies last name first. Therefore you read the name straight through as you say it, "Yao Ming" making the "Ming" part the last name.

If I remember correctly, the Chinese place a greater emphasis on your family's lineage, so their "first" name is actually the family's name.

For example:

Cao Cao and his descendants all have Cao X as their name.

So "Yao Ming" would translate roughly to an English name as Ming Yao.
