If the defensive player jumps, and then lands on the offensive player without him moving, then it is obviously a foul on the defense.
That is not what is happening. The offensive player is not making a natural move to shoot the ball. They are specifically moving to the spot where the defensive player will inevitably land. If player 1 jumps (offense or defense), and then player 2 chooses to jump into the space where player 1 is going to come down, then the foul is clearly on player 2, regardless of which player is on offense.
