Detroit Pistons "Bad Boys" era.

They fouled more, and fouled harder, and won a couple championships, almost 3 in a row.

If you do it with the lead, under 2 minutes - it works perfectly.

It can also work if the opponent team is on a big run. If a team is on a 12-0 run and you just need to stop it and the time-out doesn't work, fouling Josh Boone, everyone stands around while he misses 2, will kill whatever momentum the Nets may have had.

Trying to get the lead - its really hard. Even a 50% shooter, is putting pressure on you to score every time down...and that's just hard.
