He's not really a "pure" shooter, so this is off the topic, but I think people underrate Brandon Rush. He has NBA 3pt range, has great quickness and first step, has all the physical attributes for a NBA SG, plays smart and was the best player of the best college team last year. I think he should definitely go in the lottery.
As far as pure shooters go, there aren't many this year.

Best top tier shooters:
Beasley, Bayless, and Mayo
Best mid-level shooters:
CDR, Shan Foster, Brandon Rush, Mario Chalmers, Ryan Anderson, Wayne Ellington, Sonny Weems, Courtney Lee, Richard Roby, Malik Hairston, DeMarcus Nelson, Bryce Taylor, Brian Roberts, Chris Lofton
Best low-level shooters:
Maarty Leunen, Robert Vaden, Pat Calathes, Bo McCalebb, Ronnie Steele, Jaycee Carroll, Lee Cummard, Anthony Morrow
Looking at that list, Carroll is the best, but looking at guys who will play in the NBA, I really like Foster, Lofton, CDR, and Vaden.
