Even the USSR under Stalin was all about boosting GDP through mass industrialisation. The idea was that backward agrarian societies had to become industrialised capitalist economies before they could finally reach the stage of "true socialism", whatever that meant. The realization of the beautiful ideal of pure, perfect socialism was always delayed, in the meantime the reality was a ruthless state capitalism (and by state here I really mean a small group of profiteers and thugs).
