Well, if you really want to push it to the extreme in a game or practice, you might want to go for a completely smooth-surface ball. I once had to use a ball that was slick and smooth as hell, not a single cleft or pimple on it -- the difference was somewhat noticeable, especially when your hands are dry, and it's definitely far more noticeable than if you're using normal ball that just happens to be dirty.
But I still question merit of such experiments...
If you want to use something extra, I'd just recommend dribbling a tennis ball or some other toy ball of similar size. It just improves your overall reflexes, but, again, I think it's a bit overhyped and not really that useful or important. Frequent in-game practice coupled with a variety of streetball AND1-style drills is far superior to any such artificial method.
