Really, he doesn't even deserve this.
But he is a restricted free agent, so the Hornets can match. Doubt any sane team will offer more than this.

He wanted max money and they didn't think he was worth max.
At the end of the day you can only afford 2 max players under new CBA and they decided they'd rather have a maxed Paul than maxed Gordon.

he wasn't low balled at 12mill/year that is crazy, and if anything the Hornets will way overpay for someone who is very unproven especially if someone else offers more and they match. he was stellar for like a month or two with the Clippers when they were all hurt where he got all of the shots and played at a all star level but that is far from proven franchise player money. add in the injury prone'ness, him being a guard, and 12mill/year is already too much....
i'd be willing to bet he doesn't end up being worth that contract. whether its inconsistency in being able to carry them, or being constantly hurt.

They got a good amount of cap space, even with David West and Danny Granger. They have about $18million, with the need to re-sign Hibbert (must) and Hill (must, I think).
Danny Granger is not gonna be there tho. For how long, especially with him having grown to 6'10, can Paul George play the 2? That's crazy.
3team trade time. I keep thinking about Granger, Gay, Gordon...Gordon is gonna end up back in Indiana, I think.
Maybe Gasol, lol...that would work, tho that's actually a completely different trade.
