No. Steals help the offense more than they help the defense.
Even though Stockton wasn't known as a gambler, he would still miss at times and get burned. A steal is a defensive stop, but it's also an offensive fast break.
Good defenders disrupt passing lanes and are great at ball denial (see Gary Payton). But steals don't make good defense.
