I'd agree with this, but Monroe is such a naturally gifted offensive player, he might turn into something special. He's such a good passer from the post, the Pistons will be able to run plays through him very easily. If he figures out the rest of the low post game and improves defensively, he will be scary.
Davis on the other hand has the upper hand in athleticism and defensively, and also showed a pretty nice touch around the rim.
At this point, I'd call it a toss-up depending on what your team needs are.
