You don't see why it's less noteworthy for a player who's already become slow as shit and has never been a great athlete anyways? Most of Billups damage comes from 3's off screens or posting up smaller guards nowadays. Torn Achilles would affect those things why? Tons of NBA players played in our practice facility this summer and multiple said Billups looked amazing.
He's a good shooter, good passer, guy to can draw free throws and play scrappy D. As I said you can do all of those while being a step slow and unathletic (he's done it for years!).
