Douglas is very similar to how Billups was early in his career. I couldnt have picked a better mentor for him. But believe me Tony D isnt going to turn into
Chauncey...ever.
Haha it's not about being able to pass, it's about being willing to pass. You can't just become a good PG, maybe Billups will help him make that transition but he needs to change his mindset.
Right now Toney Douglas is a very, very inconsistent shooting guard in a point guard's body.

But he is shooting 58% from the 3-pt line against the Bulls this season
I'm sure having Billups around will be great for Douglas, but he will never be the next CB.. He doesn't have the brains.
He will become a solid (not great) starter or good/great bench player at best IMO.. Not that there is anything wrong with that, not everyone can be an all star
