if you're bc and your forced to hire an upper-level exec by your board do you
a. hire someone that the board will become comfortable with replacing you with
b. hire someone you know is irrelevant, to secure your position with the franchise
(that is some piss poor english language. long week..., brain=mush)

The reality is this signing means nothing.
BC will still be making all the final decisions.
And when he finally does get canned after this year or next Stefanski will be canned with him.

Correct answer.
Both guys basically have 3 season (based on BCs deal) to get "something done" as mandated by the Teachers Pension Fund.
More than half the problem here is not BC and Stef ; its that the Teachers Pension Fund owns them. Mindless, thoughtless, corporate double speak by committee decisions.
Listen to Bobcat on Friday nite last ? "Could the Raptors survive in TO as an independent team? "
The answer is yes - with the right owner. Mark Cuban without the baggage.

FYI BC only has 2 years on his contract.
I think it was announced he got 3 plus an option. Anticipating a 'lock out' the contract was structured to give him 3 full seasons as I recall.
So basically in corportate double speak terms -
(1) make the team exciting (2) get us to the first round in the playoffs so we can charge more money for tickets the next season and get all that lucrative playoff revenue (3) get the 'general' fans talking about the team again making it 'spin' as positive as Anthopolis and the Blue Jays regardless of whether you actually win a championship or not...
