It's a nice city and worth a visit, but its even better if you have time to take a few day trips out of town. The area surrounding Seattle is some of the best in the country. 3 National Parks within a days drive don't miss them.

Usually rain/clouds/clear morning sun (still cold). This place does not frequently snow, but it can have ice.
Currently in the King County region, there's been a delay in seasons so far. Fall started late and continued into the Winter. Same for Winter to Spring, and now Spring to Summer. If the trend continues, it MIGHT be possible for you to have typical Fall weather (warmer, but some rain here and there).
Yes, Seattle is a very cool city. I'd take time to travel to some surrounding areas if you interested. They are some really cool national parks. Visit Mt. Ranieer, go hiking etc. It's really nice.
Whether it is worth visiting overall? It is a very nice city. Not the greatest night life, but lots of small live bands, and Pike's Place is neat during the day if you can stand the smell of fish. If it is a long long way and the plane ticket is a lot, then there are potentially other cities worth visiting first that can be a cheaper and shorter distance to travel, but it is a nice place to go to for a few days.
Overrated. It is cool to see, but not necessarily worth the price to ride the elevator, and the restaurant is super over priced. Only really worth going up and eating if there is a major event, like proposing marriage or a major anniversary.

I actually have never eaten up there, but due to being near by, I know tons who have with the consensus being it is overpriced. I'm sure the food is pretty good quality though, just not quite to the price. Much of the price is chalked up to the view/atmosphere.
