Under the CBA teams can only contribute a certain amount to buying out a player's Euro contract. It is a rather small number too, like $350K or something, I don't really remember. That is why players with big buyouts don't often come over to the NBA unless they are getting a good contract.

Roko's contract is different. When he signed it, his contract stated that he can opt out after 2 years. Soo even if he stayed this year than his contract wouldved been done after this season. Which means even if he is buying out his contract than it wont be expensive at all.

How would that make his buyout not expensive? Buyouts are negotiated into the contract.
After the last CBA I believe the price is 500k. The rest he will have to pay out of his pocket. If we give him a contract starting at 1.5 it should be sufficient enough for him to pay the buyout.
