	That's a good question to ask, and why couldn't it be that world leaders think the surveillance is unavoidable, so just stay silent for now. The gap in technological capabilities and funds (note US military spending) is Grand Canyon, few can really try to stand up to US dominance there. War right now as well might be about social networks, public opinion and hacking.

 If you get all the data in the world everywhere all the time, you pretty much control the world. The precendence has been set, the security has been compromised, now just make sure you're on a right boat.
