I just listed a bunch of things they have going for them in today's modern society and the amount of land they still have but instead chose to build casinos. They are just happy with that easy money because any other race would take that land and bring in businesses, build homes and farm.

Heck, the Native Americans now, could actually build a self-govern territory if they chose to. The only self-governing they have are the councils of the casinos.
