Better Stimulus Package: House Democrats or Cleverness?

As the discussion of coronavirus stimulus 2.0 ramps up, I decided to create my own stimulus package. Let's compare the Democrats' proposed plan to mine.

(Of course, my plan was to never have any lockdowns to begin with, but if we're going with a stimulus package anyway, might as well make the best of it)

House Democrats plan:

•1,815 pages

•$3.5 trillion dollars

•$0.3 trillion for $1200 checks to some Americans.

•Rest mainly goes to special interest.

For example, just scrolling through it for a couple of minutes, there's $30,000,000 for grants to (special interest) combat violence against women. ‘‘Community Oriented Policing Services’’, $300,000,000. "State and Local Law Enforcement Assistance’’ $500,000,000 is to establish and implement policies and procedures to prevent COVID-19. And so on.


Cleverness' plan:

•1 page

•$3.5 trillion dollars

•$3.5 trillion dollars as $16,746 checks to every American over 18 years old.


Which stimulus plan is better? The one I came up with in about 30 seconds or the one that's 1,815 pages created by 232 house Dems?
