It's starting to look like TPUSA is corrupt as it gets, it's basically a criminal enterprise.... funny enough, it was TPUSA that kinda arranged Charlie & Erika's hook up.

It was clearly sign language to the shooter who was looking through the gun scope to get the ok to pull the trigger. The dude who got on the phone called the shooter, told him the hit was a success and that it's ok to get off the roof and flee.
