Trump moved his head at the last instant so for all we know, without that last sudden movement, that could've been a direct hit.

Nobody can say with any certainty if this shooter was aiming for the neck or not, but it was done with such precision I'd be surprised if the shooter didn't hit their intended target.

it's difficult to say but most trained shooters know to shoot for center mass, so the torso. i don't know anything about sniping so does the shot at that distance indicate the bullet drop struck the neck based on the shooter aiming for the head? fbi hasn't released much info.
